I'm thinking that your problem is the toner is rubbing off the paper onto your hand.
You probably have a defective fuser. In the grand scheme of things, the fuser gets hot and fuses (melts) the toner onto the paper. Your fuser probably isn't getting hot enough to fuse the toner. Get the fuser replaced.
