edit below code in .vbs

Set wsc = WScript.CreateObject("WScript.Shell")
Set lnk = wsc.CreateShortcut(wsc.SpecialFolders("desktop") & "\FOA Client.LNK")

lnk.targetpath = "C:\Program Files\Google\Chrome\Application\chrome.exe"
lnk.Arguments = "http://answergig.com"
lnk.save

after that double click on vbs, it will create shortcut and target will be FOA (you can change whatever you want)
